Jamboree proposed Westside Costa Mesa Senior Housing

Jamboree, a nonprofit affordable housing developer, is proposing a new affordable housing community for seniors near the corner of W. 19th Street and Pomona Avenue in Westside Costa Mesa. This redevelopment opportunity will transform an underutilized portion of the Costa Mesa Senior Center parking lot into 60 apartments of permanent housing with services for both low-income and formerly homeless seniors.

Helping end homelessness in Costa Mesa

Throughout the city, only 38% of Costa Mesa residents own their home, making affordable housing a more critical need. The proposed affordable development for seniors is in a census tract which has a median household income of $48,206, nearly 37% of area residents live below the poverty line – double the rate in the City of Costa Mesa overall. These numbers point to a demand for affordable rental opportunities within and around the Westside Costa Mesa community.

That’s why the City of Costa Mesa has a newly adopted 19 West Plan for redevelopment of the 19th Street Corridor – a diverse business and residential area that envisions new housing opportunities complimented by live/work concepts and active transportation that facilitates more walking and bicycling for the Westside Costa Mesa community.

Jamboree is excited to partner with the city on its proposed senior affordable housing development which, in many ways, is the city’s first step to bring the vision for this local neighborhood to life. It is a critical part of the Costa Mesa City Council’s goals and objectives to diversify, stabilize and increase housing to reflect community needs, including vulnerable seniors on fixed incomes.

A permanent home for seniors in Westside Costa Mesa

The future community will provide one- and two-bedroom apartment homes for seniors age 55+ and those currently experiencing homelessness. As Jamboree’s licensed general contractor, Quality Development and Construction, Inc. will work with the city to ensure that the architectural design of the new construction property will integrate with the fabric of the surrounding community. Current plans for common areas will feature leasing offices, services, and other amenity space, as well as an outdoor courtyard – and will be further shaped by Jamboree’s ongoing outreach program with the local neighborhood. Parking plans will address the onsite needs of residents as well as the priorities of the city’s 19 West redevelopment plan and the surrounding community. The new supportive housing community is adjacent to the Costa Mesa Senior Center, a short walking distance to public transportation via bus line as well as local retail and business centers as well as medical services and a local pharmacy. Nearby are Lions Park and Marine View Park. It is directly across the street from the Towers on 19th, an 18-story community with 270 apartments of affordable senior housing.

Is this property another homeless shelter?

Jamboree’s development at W. 19th Street and Pomona Avenue is not a shelter. Unlike homeless shelters, residents in permanent supportive housing sign leases and do not move out after short stays.

Individuals must qualify for this specific housing and are referred to the property from the Orange County Health Care Agency. Once residents sign an apartment lease, they may remain in their apartment long-term if they follow the community rules. There will be no onsite intake center for those experiencing homelessness, and no walk-in services will be available.

Supportive services for vulnerable seniors to thrive

The supportive housing Jamboree proposes in this Westside Costa Mesa community combines affordable housing with onsite services for vulnerable seniors on very low, fixed incomes. Jamboree’s approach to resident services focuses on helping residents achieve and maintain both housing and financial stability as well as improved health.

This customized approach by Jamboree aligns with the mission of the Costa Mesa Senior Center and other local nonprofits to maximize the quality of life for seniors in Costa Mesa and surrounding communities through program and services that promote health, wellness, volunteerism, and socialization. That’s why Jamboree will provide robust supportive and resident services as well as onsite property management at this proposed Westside Costa Mesa senior housing community.

Along with an affordable home, these senior residents will have onsite access to trained professionals who can provide services and support – including case management, life skills education, and opportunities for social connections and meaningful activities. Additionally, an onsite program coordinator will assist residents in accessing other vital local community services. The goal is long-term housing stability so these seniors age in place and remain active, stable, and thriving in their local neighborhood. Jamboree communities that take this approach to permanently house those experiencing homeless consistently realize better than a 90% success rate in these residents avoiding a return to homelessness.

Adjacent to the Costa Mesa Senior Center and directly across the street from Jamboree’s proposed property is the Towers on 19th – another affordable housing community comprised of 270 apartments for seniors on very fixed incomes – Jamboree will collaborate with these neighboring entities to build upon and expand existing programs and services for seniors in the neighborhood.
