Jamboree, a nonprofit affordable housing developer, will renovate and operate Residence Inn by Marriott San Jose South at 6111 San Ignacio Avenue, near the corner of Bernal Avenue and the US 101 and SR-85 interchange. In partnership with the Santa Clara County Housing Authority (SCCHA), this hotel conversion by Jamboree will transform an all-suite extended-stay property – a combination of 150 studios, one- and two-bedrooms – into a supportive housing community of an estimated 100 permanent homes with onsite services for a variety of homeless households. This includes families who are currently experiencing homelessness or are at risk of homelessness. Fueling the homeless crisis is the area’s high cost of living and the fact that the San Jose region is the second most expensive place to rent in the nation. Community leaders came together to create a Santa Clara County Community Plan to End Homelessness 2020 to 2025. This plan – centered around a collective impact response and the proven housing first model – set an ambitious goal to create 6,000 new housing opportunities and identified innovative strategies and programs for reducing homelessness. To date, 27 new housing developments have created 2,882 apartment homes for seven cities in the county.
Since 2015, a collaborative effort that includes the city, county, SCCHA, and other local housing advocates like Destination Home and LifeMoves began to tackle this regional homeless crisis, which has led to more than 14,000 people receiving housing in the first five years. Intent on furthering this progress, Heading Home was launched in fall 2021 – a community-wide campaign to end family homelessness in Santa Clara County by 2025.
Jamboree shares this passion of city and county officials, business leaders, residents, other homeless service providers, and advocate partners to provide meaningful solutions to both the immediate crisis of homelessness in the area and the ongoing need for permanent housing solutions. And, to do so in ways that get those experiencing homelessness housed faster and by cost-effective means of repurposing an existing community asset. Located in City Council District 2, this hotel conversion of Residence Inn is one such solution – helping to increase the countywide supportive housing pipeline by providing much-needed housing and services for residents.
The permanent supportive housing with services that Jamboree will bring to this hotel conversion will enhance the quality of life for the entire San Jose neighborhood by bringing neighbors from homelessness into housing. Along with a permanent home, these residents will have onsite access to trained professionals who can provide services and support – including case management, life skills education, and opportunities for social connections and meaningful activities – that will keep them active, stable, and thriving in their local neighborhood.
The vision for the hotel conversion of Residence Inn by Marriott San Jose South is to transform this three-story property into a community serving households with Permanent Supportive Housing and households at risk of homelessness. The hotel suites range in size from 471 to 713 square feet and the goal is to merge some of these units to create larger two- and three-bedrooms thereby lowering the overall number of residential units to approximately 100 apartment homes. This currently operational hotel is in turn-key condition with a community pool and centralized laundry as well as a kitchenette in each unit.
Renovation plans call for the inclusion of accessible apartments, upgrades to building code, and the transformation of common space into community rooms and a kitchen, lounge area, and offices for onsite property management and resident services staff. The acquisition of this high-quality, well-maintained asset from the current owner will allow Jamboree and its partners to transform this development into permanent housing quickly, without sacrificing the overall quality of this future supportive housing community.
With an anticipated emphasis on housing a variety of households that have been experiencing or are at risk of homelessness, Jamboree’s onsite services will include adult education programming and after-school programs for students. Ongoing health and wellness programs and community building activities are also planned in Jamboree’s approach to resident services that focus on helping residents achieve and maintain both housing and financial stability as well as improved health.
Additional enhancements being planned for the hotel conversion of this permanent housing in San Jose are designed to create a secure sense of home for residents – including new outdoor gathering areas for residents and play areas for children plus security systems and adequate lighting throughout the property. In partnership, Jamboree and the Santa Clara County Housing Authority are committed to being a good neighbor for the long-term.
The new supportive housing community is a short walking distance to public transportation via bus line and light rail as well as local retail and business centers. Nearby are local schools and colleges, Kaiser Permanente Medical Center, Los Paseos Park, Alvirez Field, and Albertson Park. The proposed development of this hotel conversion to permanent housing provides an ideal opportunity in City Council District 2’s community to bring much-needed affordable housing to the most vulnerable and at-risk residents.
Jamboree and the Santa Clara County Housing Authority will provide housing with extensive supportive services for residents via funds secured through Homekey funding, a continuing statewide effort to sustain and rapidly expand housing for those experiencing homelessness or at risk of homelessness. Administered by the California Department of Housing and Community Development (HCD), approximately $1.45 billion in grant funding will be made available to help local governments purchase hotels and motels to permanently house homeless individuals.
Once Homekey funds are secured and renovations are completed, it’s anticipated that residents will be able to move into their new homes at this transformed community during the third or fourth quarter of 2022.
While homeless shelters are a critical part of the response to homelessness, Residence Inn will operate as Permanent Supportive Housing where residents sign leases and do not move out after short stays.
Individuals must qualify for this specific housing and are referred to the property by the Community Queue, the county’s Coordinated Assessment System (CAS) for assessing and matching housing for families most in need of Permanent Supportive Housing. Also, referrals may come from the Santa Clara County Housing Authority’s interest list. Once residents sign an apartment lease, they may remain in their apartment long-term if they follow the community rules. There will be no onsite intake center for those experiencing homelessness.
The goal is long-term housing stability to keep these residents active, stable, and thriving in their local neighborhood. Jamboree communities that take this approach to permanently house those experiencing homeless consistently realize better than a 90% success rate in these residents avoiding a return to homelessness.
